Cross River Governor Signs ₦104 Billion Supplementary Budget Into Law

Cross River State Governor, Bassey Otu, has signed the 2025 Supplementary Appropriation Bill into law, injecting an additional ₦104 billion into the state’s budget, Daily Watch Nigeria reports.

The move raises the total fiscal outlay for 2025 from ₦538 billion to ₦642 billion.

Speaking at the signing ceremony in the State Executive Chambers, Governor Otu described the supplementary budget as a “strategic and deliberate intervention” aimed at addressing evolving economic realities and seizing new investment opportunities in critical sectors.

He stated, “The new allocation will be used to fast-track important infrastructure projects, improve agricultural value chains, strengthen healthcare and education, enhance security, and create jobs through targeted investments.”

“This supplementary appropriation will position our state for faster growth. Every kobo will be spent wisely for the benefit of all Cross Riverians.”

Governor Otu also assented to three other laws: the Cross River State Counterpart Funds (Amendment) Law 2025, which updates the management of donor funds; the Cross River State Roads Funds Law 2025, establishing a dedicated fund for rural and semi-urban road development; and the Cross River State Electricity Law 2025, which provides a legal framework for state-level power generation and distribution.

Speaker of the House, Elvert Ayambem, said the supplementary budget complies with constitutional provisions and targets key areas including administration, economic growth, healthcare, justice, regional integration, and social services.

He praised Governor Otu’s fiscal discipline and assured continued legislative support to advance the government’s vision.
